91 NSX Sleepy eyes

I am the process of restoring an 91 NSXwith front end damaged and I just run into a hurdle. Both headlamps remain half way open, the lamps go all the way down and the fully up when I turn the headlamp switch on but only go half way down when I turn the switch off.

Any ideas ??
