does this part belong anywhere?

While taking out the air filter box, I noticed a couple things I wanted some confirmation on from the folks on this forum.

1. I heard some small piece fall out. I found a curved piece of steel wire with a thickness of a wire coat hanger. It doesn't look like anything that's part of the car but wanted to be extra sure before tossing it.
2. Also, there is a small hole on the bottom of the air filter box (bottom side up in the picture). Is that expected?

The hole is normal in order to eliminate water. I do not know for the wire.

I'll keep the wire just in case but for now I'll ignore it when installing this back on the car.
