I think I found my answer... someone recommended me remove the belt and loop the fluid lines so the rack gets proper lubrication. Maybe I'll get 2 more mpg?
Just purchased a honda civic HX 5 speed. The car is rated at 45mpg www.fueleconomy.org. If I remove the power steering belt will it have the same feel as a non power steering car. Or is disabling the power steering more complicated then just the belt?

The power steering may have a quicker ratio than manual. If so, it will feel heavier.
You may also want to explore draining the fluid.
It's funny that the NSX manual rack now feels like power steering since I've been driving with my power steering disconnected on another car. What used to feel like a push, now feels neutral. Weird.
if i were you i would just pull everything off the car. as far as the power steering goes
