Rusty brake shims

My brake shims are all rusted, what's the best way to clean them up?

You sure they are rusted or is it not baked brake dust? I used a wired pad mated to a drill

Honda put them in, so there's a reason for them.

They put them in so you can toss them the first time you replace your pads.
