It's a "setup" picture obviously.. The car chassis was on display somewhere (no engine) and they decided to take some funny pictures of a guy getting a ticket. That's all I know!

The picture would be much better if the cop had a black and white NSX for a squad car.

Not Pasadena........maybe Glendale....but I think it is out of state.
