You do not need down pipes to run stage 1or2, but you wouldn't be getting the full bang for buck unless you do HD Down Pipes as well.

If yo look at the flex Fuel calculator the content are E85 are always a constant and the only thing that changes in the amount of 91/93 octane to get E40.
