Set is in good condition.
There is some curbing and scratch marks on some of the spokes. I have not polished these to attempt to remove, but it is my understanding that these wheels can be polished to a degree to remove some markings. Some rust located in lug holes.

Can you paint these? I heard chrome is a bit of a process to remove but that doesn't apply to polished wheels?

If these are polished aluminum, typically you would sand or sand blast, use a metal etching primer and paint as usual. You are right, an actual chrome plating is difficult to remove and also to paint over.
