Trouble flushing ABS fluid

I have flushed the ABS fluid three times in the past and had no trouble. This time after I let fluid out of the bleeder and then run the pump, the fluid within the reservoir doesn't go down and get sucked into the ABS system!!! I don't think I am doing anything different than in the past. Any idea? Any help will be appreciated.

I drove the car yesterday, had no ABS lights, and the system holds pressure and the ABS pump doesn't run frequently like some cars do. When I first bled it above, the fluid came out under pressure looking like a milk shake like it always did the first few bleeds when I did this in the past.

My best guess is even though I can hear the pump running when I manually switch it through the fuse box, the pump must not be creating pressure, or fluid is being blocked from getting to the pump, or the outlet of the pump is blocked.
