Another Throttle Position Sensor problem

Every time I start to build boost CEL hits and after bucking the TC warning light comes on.

Error code says throttle position unknown

I replaced the sensor but now my voltage range is o.5 v to 1.8 volts. I am using hand held volt meter and measuring right at the plug.

My code reader gives me real-time readings and the show 8.5% to max of 36%

I fully rotated the sensor and moved the closed voltage to .50 v but 1.8 dropped to 1.65 v

When working the throttle the numbers move smoothly BUT I get nowhere near the max voltage. Any thoughts?
