The best thing is to not get it on there in the first place, but, the previous owner didn't do that. The piece of rubber behind the front bumper is being a PITA.

There are several remedies. Years ago I would always carry with me a Sharpie pen to basically "re-color" those trouble areas.
Luckily today there are advances that help us out with these problem areas. I now use a 2-step process which first cleans rubber and moldings of all dirt and wax residue and then if needed a dye which will restore the black color. Many times the dye step is not needed because the cleaner step works so darn well!
Also try using an instant detailer with a MF to remove the residue. Spray the ID onto the MF and wipe the length of the strip back and forth and see the results.

3M Perfect-It Paste wax is designed not to discolor rubber or plastic.
Zaino (Z2) is designed to work *on* plastic. I use it to treat all of the glossy plastic trim on the NSX. It provides protection and makes the plastic shiny again.
For textured plastic, the Griots stuff works great.
