Are all Canadian cars in kilometers and celcius

I suggest you do a search for the VIN on NSXPRIME. There is more to this car than it appears. The HVAC controller can be changed to F from C. (jumper on PCB) The serial number is definitely a Canadian VIN. (8 in the 6th least significant digit)
But>>> no DRLs. and it appears that the US blanks are in place meaning it never had DRLs. May not be the original cluster. There are 27 entries in a VIN check. I checked the VIN. It is a valid Canadian VIN for a 96 manual NSX.

Like I said there is more to the story on this car. Probably should stay away.

This is actually a nice find...

It's serial is 000 001.
No matter what's been done to the car, usually the 1st NSX to roll off the production line for that year is a rare find!

I'd buy it if I didn't love mine so much....

Like Bram, I'm suspicious about its Canadian VIN though, if that can be verified, it would be good.

Actually the first one for Canada. in 96 of that 1 of 3 cars. That's right only 3 1996 NSXs made it to Canada! They are all rare.
