Compression/leak down question BMW

Hello primers
I am looking at purchasing an E30 M3 and I have few questions

1. Is it true if the compression numbers look good then I don't need a leak down?

Cyl 1. 220 psi
2. 220 psi
3. 215 psi
4. 220 psi

2. Anyone familiar with "ottowerks" in SF
They are the ones who performed the text however did not give a printout....
Apparently they hand write the numbers..sounded shady to me sobi figured I ask someone here to see if this place is reputable.

Although if your compression numbers are within spec I wouldn't worry about it unless you are having issues with your engine.
