Comptech CARB E.O. emissions sticker??

Hello guys,
I have the comptech headers and exhaust on my car and I was just wondering if these parts came with CARB E.O. emissions sticker? I bought the car used with these parts installed but I have no certificate or stickers.

The comptech headers should have a metal stamp at the very bottom. You'll need to crawl under the engine to see it or get a mirror mounted on a stick. The EO number should be on there.

I see... Yeah I noticed that before, but if a cop pulls me over and sees that I have exhaust headers, most likely he will ask for a certificate. I could ask him to crawl but I doubt he'll do that.. hehe.

BE sure to keep a copy of that with you in your car. There's been incidents listed where the cop is having a pissy enough mood to "not see" the metal tag tack welded on it.
 
You can search the CARB website and download the executive order letter (pdf file) and print it up.

So okay headers document is check. But what about the muffler? Is there a sticker or compliance document? I checked CARB website, there's only EO numbers for the headers. I'll check again though.

What city in Cali did u get it in? Did he ask for any CARB certs? Just curious if they even deal w/ the stickers or just see that u have some mods and send u to the state referree.

It's Leo, Rick and Rob's friend. Sucks you got a state ref ticket. What did he get you for? If the cop's in a bad mood, certificate/sticker or not he can send you to the state ref if he sees anything other than stock. They've done it to me in the past. I showed the cop the CARB certification and the metal stamp and yet he still wasn't satisfied.

He pulled us over for not having a front license plate and modified exhaust. We have the HKS Ti exhaust which is in compliance with 27150 V.C. but unfortunately there are no documentations to back that up.

Anyway, here's a quick story. We were at San Francisco Intl Airport at 8:30AM to pick-up our friend. I'm pretty good at spotting cops so even though there were about 5 parked "Airport Bureau" police out there, I wasn't paying attention to them. What can they possibly do right? Boy was I wrong, all of a sudden I hear the sirens. The cop is a member of DragNET so he knows what to look for. He asked me to pop my hood, checked out my tires, brought out a measuring tape to measure how low the car is, rolled my windows-up (tinted). So at the end here are the damages.

No proof of insurance (GF has the expired card in the car but we are insured)
Modified Exhaust
Modified Engine (no carb sticker.. this is my bad, I bought the intake used with the sticker removed but I know it is CARB legal)
No license plate (piece of cake)

So because of the modified exhaust and modified engine we cannot drive the car until we go to state ref and get a certificate of compliance.

This ticket is not a big deal because I know we will get pulled over because of the exhaust eventually. I know people who have passed with the same exhaust and I can get documentations from HKS no problem.

But it seems like SOME state-ref will not pass any modified exhaust without EO number. Here's the thread.

Basically this guy got pretty much the same ticket I got. He went yesterday at the state ref facility in Fremont and was told his muffler is in violation of 27156 V.C and therefore an EO number for the muffler is required. I know its retarded. Manufacturers such as HKS and Comptech didn't need EO number because the equipment is a cat-back, but it seems like SOME state-refs don't know that.

So yeah, this is why I'm a bit paranoid. I'm going to the state-ref on friday at San Pablo, where I got my supercharged engine got to pass. So I'm crossing my fingers.

Section 27151 VC does not prohibit all modifications to an exhaust system. It also does not prohibit all modifications that increase the noise level of the exhaust system over that of the original, factory installed exhaust system (as it did until 1980) It only prohibits modifications that result in a noise level higher than those specified in Sections 27201-27206 VC. Accurately determining compliance with Sections 27201-27206 VC for enforcement purposes is generally impractical. Enforcement personnel must make an informed professional evaluation to determine if excessive noise statutes are being violated.

That's another example of a dumb law that is unmeasurable and purely left to real bias and speculation by the individidual. It's not different than " I think he did it, he was black, about 6 feet tall, male, yeah, that's the rapist"

I think they mean you can't modify the exhaust on the car to make it louder. In your case, the HKS exhaust is a different exhaust, hence not modified. If you started to remove baffles, then that would be modified and then illegal.

The guy that was having a hard-time passing his exhaust has finally passed the test.

And one G35driver member who happened to be a police officer and took the street racing/ modified emissions class made some calls and this is what he wrote:

Ok, here's the deal. I spoke with the rep from the Bureau of Automotive repair today. This is the guy who is one of the instructors for the street racing/modified emissions class I took. He stated that you can do whatever you want with the exhaust aft of the cats, because "it is not an emissions control device" and therefore does not fall under the requirements of 27156(b). Modifying your exhaust still doesn't not relieve you from 27150 and 27151. Only the state referee can decide the 27151 part.

Ken---My rep wants me to give him the specific details of your situation. He stated the referee should not have been giving you a hard time regarding a cat-back system and he wants to set the referee straight on the matter. He needs specifics about your car (make, model, year, etc.) He also wants the name of the referee, supervisor, shop location, telephone number and such. Also your name and number. Best to PM me with it.

I figured to share this to you guys and I'm sure that some members here will benefit.

Oh snap.. I forgot all about this thread..

So I went to the SMOG ref and I passed the sound test with the HKS muffler and SMOG check with flying colors. So everything is cool right, BUT I got the citation from the superior court of San Mateo and my bail is $1333.57 OR $1100.50 with proof-of-correction.

There is no way I'm going to pay that much money, hell I'm not going to pay anything more that $150 because my mods are legit. So last thursday was my court-date, I went really early in the morning with all my documentations and prepared a speech. When I talked to the clerk, she dropped 3 out of 4 charges right then and there, so that brought my ticket down to $375 BUT that's still too high. All citations except the VC 27156 is not dismissable, I have the option to talk to the judge for reduced fine or have it dismissed.

So 1.5 hours later I'm infront of the judge, and all I said was "your honor I'm here to contest the VC 27156 citation". And she goes, "no need to explain I'm dismissing it anyway. Go to the clerk and pay $10 for dismissal fee, thank you." I was like, "no your honor, thank you" :D

I went to the clerk, paid $10 instead of $1300. WHOOHOO! I was so happy.

Anyway that is all. What a an exhausting month but worth it.
