I'd probably hit it with some 220 or 221, whatever it takes.
 
At least he used flush head screws :biggrin:
 
Squirt some "great stuff" expandable insulation on it, shave it off and finish it with fast and final spakle, some spray kilz and it's good to go.
 
I'm pretty sure replacement bumpers for that car could be had for about $200 (or less) from eBay.
Maybe he was bored.
