Fan noise near hand brake

Each time I start the car I hear a noise coming from inside the small vent near the hand brake. Has anyone heard this sound before? If so what is it and how can I fix it if it’s fixable?

If you really want to do something against it, buy a new fan and do the install.
Does not take much longer than 30 minutes if you know how to proceed

No need to buy a new one, the stock one can easily be fixed in most cases as shown in the thread linked by [MENTION=4282]docjohn[/MENTION].
