Front Lic Plate Brkt Screwed To Bumper???

I cant get a straight answer from a dealer on this. i live in a state with no front license plate. ive looked at a few 04/05 nsx's. some have the plate holder attached and some dont. how is this brkt attached? are there visible holes when removed? if so why would a dealer install one on a new car in their showroom when the buyer may be from out of state?????

the bracket attaches under the bumper nose and the holes are not visible unless you get down on the ground and look up at the bumper ....JZ
