Not federally registered? Stay away. Even if it was fed registered, R32's 33's 34's still being seized and crushed. Go check out the NICO board.
 
I love skylines but that car looks like it might be a large project. Gutted interior, unverified "tune" on the car with a recently blown up motor. Car barely even run as it sits. I would say this thing is worth ~10-12k. A buddy of mine picked up a clean one that ran great a few years ago for around ~$15k, although that might have been a pretty good deal I'm not sure.

He's there laughing at some of the offers, one guy is laughing at the supercharged RSX meanwhile it's likely worth more than I would pay for that skyline.

Like said above these things have been taken away from people and you are left with nothing. Would make a great race car, but registering it might lead to it getting picked up.
 
That seller is too cocky for somebody who probably got the car, blew it up and now cant fix it. Id stay away and let someone else be a fool and trade him something worth way more than his undriveable project. I bet thats his goal though... Get someone to bail him out of his mess and liabilities and get into a nicer car at the same time. He is just trolling the waters to see what the biggest bailout offer is for him.
