Poor throttle response after startup

This has happened two times with my 1991 NSX. After starting the car, I depress the accelerator while in neutral. The response is a big flat spot. Pushing the pedal results in no engine response. Turning the car off and then again depressing the accelerator, then gets a normal engin response. Any Ideas?

Sounds like maybe a stretched throttle cable?
Or I HAVE heard that the newer Throttle by wire systems had some problems.

There have been some ECU-related problems with the throttle-by-wire that was introduced in '95, but they wouldn't affect this car since it's a '91.
