No. I usually shoot at a Master or High-Master level for High-Power Rifle, but have not tried the Presidents 100.
The Presidents Hundred tab and the Distinguished Rifle and Distinguished Pistol patches are the only awards that are given to both civilians and military, and can be worn on a military uniform. Pretty cool.
