Replace worn bolster?

I got a bid for $400 to replace worn bolster on drivers side..Does this make sense since the rest of the seats in pretty good condition..

Does $400 include removal & replacement of the seat in the car, stripping the seat to do the repair, the repair plus the materials? If it does that seems like a bargain.
