Brake rotors are made out of cast iron, so it is common for the surface to rust. The rust can appear quickly- within a few hours after getting wet- and will not harm your brakes. It is a bit strange that you are getting it in a garage. But, if it is not heated, then you may be getting some condensation as the air heats and cools. I wouldn't worry about it- a few quick stops in the spring and they will be shiny new again!
Your garage has too much humidity, guess more than 70%. Get a de-humizer. If you keep it between 50-60 % you should have no problem. At least it's in my case. :wink:

I'm not really sure about too much humidity because I'm still going in and out of the garage and its door is not completely sealed off at the edge. It might be condensation like Honcho said before. The rusted rotors look like when after you have washed your car and let it sits awhile.
Higher quality rotors, Brembo, Stop Tech, Racing Brakes, etc, etc have a better quality metal content and won't have as much surface rust as quickly as OEM but most will rust.
As before, if weather allows, drive and the problem goes away.
