Call Joe at All Type Auto and see if they have one. I am sure it will be way cheaper than $4k 
Another option is to switch to a non-EPS steering gear assy which is much cheaper, but that means no EPS

I didn't know '91 had EPS?!! I just thought it was a standark rack and pinion?

I think it would be quite reasonable that you convert to manual and throw that whole EPS thing in the trash.

I will ask a dumb question. Why do you need a new one, electrical or mechanical failure?? How have you diagnosed the failure.
