Just bought a 91 with 33,000 km. The volt meter gauge reads 13.5, which is high on the gauge scale. Is this normal or a result of _____?

Perfectly normal. It might even inch its way up to 14+ once and awhile.

Thanks for replying. Any reason why it's so high?

When the car sits for a long time the clock in the dash drains the battery down. Your car has very low miles for a 91. I had a problem with my 92 going dead when I put it away for winter. I purchased a trickle-charger at the local auto parts store it keeps the battery from going dead when it sits all winter. My volt meter reads the same.

According to the service manual, you don't have a problem until your alternator reads over 15.1v whereas they recommend replacing the voltage regulator. Some car audio amps are rated at 14.4v because cars can easily achieve that voltage. Last time I measured my car it was about 14.5v with a Fluke multimeter which is far more accurate than the dummy gauge.

13-15 is normal according to industry standards.

its charging and running other stuff such as all electronics and head lights
