voltage stabilizer and ground wire kits

There are some "voltage stabilizer" and "ground wire kits" for NSX's advertised on ebay right now. Both ads claim increased hp, torque, quicker starts, etc, etc, etc. What's the story with these items? Are they for real? If so, what's the electrical/power principles behind them? Just curious.

...when added with the vortex intake funnel ram, you can get a crazy fast NSX happening.

But all joking aside, these things work on pre OBD vehicles or when using a stand alone management system thats not using OEM grounds. Other than that it would add about 2-3 lbs of metal weight to your car.
