That's Monaco Blue Pearl, a 2000 or a 2001. It has a bit of purple in it and it's fairly bright.
The Monte Carlo Blue Pearl (1997-99) is a true blue (no purple) and it's slightly darker than the Monaco.
The 2002 Long Beach Blue Pearl has the fixed headlights as a tip-off.

car's in Seattle. The Wings West skirts and rear spats are molded into the factory panels. The job was done quite well.
