Yep. Cell transceiver. Circa early to mid 1990's.

You can remove it and the brackets with no issues (except some holes in your trunk carpet)

I found mine mounted under the dashboard . Can you imagine that unit and all the wiring shoved up over the steering column. What a mess it was.
