Yes and no. Basic is free, Premium is about $20/year IIRC. Totally worth getting the premium account if you take a ton of pics.

I've been a premium member of Photobucket and love it for the most part. Their mobile app and accessibility is really nice for what we do.
I agree their new "look" kinda sucks and luckily they allow you to stay with the old style of things.
Flickr is nice but I don't have enough experience using it to comment.

I recommend Imgur. Yes, I'm on Reddit all the time. But Imgur is hassle free and has a really easy and simple UI for uploading many pictures quickly at once.
