Where/Who can custom make license plate frames?

I'd like to get a license plate frame made, like the one on Kenji's car(Kenji, where did you get yours?). Does anyone have any idea where I can order one from, or who does them? Metal or plastic will do.

I'm not looking for the frames that you just add a metal plate with the letters engraved or stuck on.

Any leads is appreciated.
