I suggest buying part # 32106-SL0-000. It is the wiring harness with the grommet attached. This allows you to properly seal the hole from water intrusion. Plus it allows you to avoid destroying the wiring on your OEM wing. Just cut connector off the end of new harness, cut the connector off...

I've had the black cap on my car for many years. It was originally bought from Japan as an NSX-R part. When I measure it I get slightly over 15mm between the two seals. So if this is truly an error on Honda's fault, the problem has been present for a long time.

I recommend you check to see if the parts are available from Honda dealers in Japan. 90% of the time that US Acura dealers have told me that a part is discontinued I have been able to order it from Japan. It is possible to ship airbags overseas but the the shipping cost will likely be very high.
