I think both - it started as a tree sap dropping. After washes and being baked on by the sun, it is still there and is a sap-stain now.

Thanks guys. Your comments are very much appreciated. I must admit that paint thinner and the exacto knife method requires balls. There seems to be wisdom in cutting thru the top layer of the sap to break the bond. I think the sap I am dealing with is from a type of evergreens.
