Does anyone have performance statistics on the difference between 92 octane gas and stock 16/17 inch wheels versus 110 octane gas and 15/16 inch wheels?

Interesting question, but you're mixing two variables that should be considered separately.
I would venture to say that you will see little to no difference in performance between either tires or fuel octane.

If you're considering upgrading wheels to 17/16 for additional performance, you're spending your money in the wrong place. For the price of a good set of wheels, you could put in short gears and 4.55 ring & pinion.
