blue plug passenger side

What is this blue plug on the passenger side?

When you get a check engine warning light, you short pins of blue plug and then codes are flashed in dash lights to tell you what the problem is. All covered in the NSX workshop manual
 
LOL, its not my car. I was looking for the ODBII connector, and did a search and saw this connector, similar to one hanging out in the passenger side of my car. So I was curious as to what it was and used the pic.

Now that I know its a service connector, I guess its not needed or legacy cause I have ODBII?
 
You can still use that blue one to diagnose ABS and TCS lights. Regular parts store scanners won't be able to look at those codes through the OBD2 plug.
