Empirically no - there seems to be some records for Canadian cars, but I've looked up a few euro vins and carfax has had zero records on those cars.

On the '91, there were 4 title or registration issued, does this mean there have been 4 owners? -- I notice on the last 3 Title and Registration, it is the same Title#, what does that mean?

Carfax's reports seem to be of variable quality depending on each car and the state it has been registered in. The only other time I saw multiple titles issued with the same number, it was really just renewals in a state that taxed ownership of the car, which WA does (or at least did). So, I'd say that's a good assumption, but I wouldn't bet my life on it...
