As far as I remember, you can't open the package until you pay for it, that is correct. I once ordered some "cable equipment" 
and was worried about getting what I paid for from the company, but I had to pay him before I could open the box.
If you use COD, you will at least know you are receiving something, it could just be a box of rocks, but you have some assurance.
Scammers suck. I have not dealt with the person in question, but if he is scamming people, he needs to get a life (and maybe a job too)
