ECU, clock fuse reset question for NA1

Just put on test pipes on my '94 and it smells like gas. I know I'm supposed to pull the clock fuse to do an ECU reset, but how would it adjust anything? From the point of view of the ECU, where the pre-cat O2 sensors are, everything is the same. There's no second set of O2 sensors to get data from.
 
The main job of the cats is to convert hydrocarbons to Water H20 and carbon dioxide CO2. No engine is burns 100% of the fuel it ingests so the cats take care of the left overs so with out cats you will smell the fuel.
