Fuel Pump Problem?

My car is a year 2000. It's been sitting for about and year, and it won't start. I think the problem is the fuel pump. I replaced the main relay and it had no effect. There is no pressure at the fuel filter, and no fuel in the filter. Even though the indicator says the tank is half full, I added two gallons of fresh fuel just in case the indicator is off.

The car will run for as long as I spray starter fluid in the intake, but it dies a few seconds after I stop spraying. Can anyone think of anything that I might have missed? I hate the idea of pulling the fuel tank and replacing the pump. Is it a difficult job?
 
The first thing to do is see if you have voltage going to the pump. There are many reasons why you may not, so before you pull the tank, check the fuel pump voltage. Could be:

Bad fuse
Bad fuel pump relay (NOT main relay)
Bad wire - mice may have been hungry

You will need a 2000 service manual to understand the wiring, and use a volt/ohm meter to check things out.
