how makes this front bumper ?

Hello everyone was wondering if anyone know anything about this front bumper? Thanks for the help. OK some reason I can't get the picture to show up but its post 3531 on the random pic thread that don't deserve its on thread and if anyone can get the pic to post I would appreciate it.

I know the guy. He custom made that bumper. The lower lip is from "style auto" in Germany and its molded to a 02+ upper part.
