Left front plastic underbody?

There's a black plastic underbody part directly behind the left front tire that wraps from the wheel well to the underside of the car. Can anyone advise the function of this piece? It seems to get snagged when I go through a car wash and get's pulled down to actually rub on the pavement. Any risk on removing it? Thanks!

The inner fender should be clipped into to the body of the car at the bottom. You're probably missing that clip. Don't remove the inner as it stops debris from hitting your door hinges.
