Extremely tragic. Looks like the drivers have been charged, but it doesn't seem like they were Ferrari owners however:

Drivers were not the owners but employees of an exotic car rental place. There are a couple of such outfits here in the NJ/NY area that let you drive an exotic car for 3 laps for anywhere from $199 to $399.

The two drivers worked for Gotham Dream Cars and were returning from a gas station after fueling up for the event being held in the Meadowlands parking lot. 3 laps around a coned course for $100. The event was canceled as a result of the accident.
