OBD2 on JDM or Australian cars

Does any know when OBD2 was introduced in JDM or Australian cars. My Australian delivered 1995 T does not seem to have it. It has only 2 Oxy2 sensors and I cant find a plug.

It has 'fly by wire' and seems the same in other respects to the US versions. Does not having O2 sensors on the cats make it non OBD2 compliant?

I have no info on the specifics of Australian NSX's vs others in the world. I do have a USA spec 1996 NSX and it only has two O2 sensors. The OBD II connector is located under and to the left of the glove box. There is a small plastic cover plate that must be removed to access the pin connector.
