This hot mess is being listed for $18k. Is it even worth fixing?

No. Just from what I can see it's going to need a new driver side sill and front crossmember. Maybe if it was listed for $8k, but it would be a lot of welding work to fix it right.
 
It will always be scarred as a write-off so if your thinking is that you can restore it and turn around and sell if for market value, that has a low probability of occurring. If you are looking for a low cost path to ownership, the cost of replacement parts and body work will lead you to the answer that you should purchase a car that does not need rebuilding. If you have time and money on your hands and are looking for something to work on for the next 4-5 years it would be OK as a hobby - maybe a wide body or a track car if you are so inclined. It is also auto equipped which potentially complicates things as a project car.

Otherwise, it is just a parts car, and an over-priced parts car at that.

That is the owner's right. He is perhaps looking at it and seeing a wrecked Ferrari 250 GTO. When used NSXs start to sell for $50M to $70M then it would certainly be worth >> $18k for the hulk. However, there are only 36 250 GTOs in existence. There are too many NSXs still driving around on the streets for the car to ever achieve that value - the down side versus the up side to the NSX's remarkably durable aluminum tub.

The seller says the car has a clean title. I'm guessing he didn't have or go through insurance.

I requested additional photos from the seller, especially photos of the hood popped open, but he said the hood will not open. The car is located in GA, and if anyone is interested I can PM them the sale ad.

For comparison VIN# JH4NA115XMT001971 sold at auction for $14k.
