TCS Question

I am real retarded when it comes to numbers and math...but can some one tell me if 255/35/18 rears and 214/40/17 would cause a rubbing or tcs issue on 2003 model car.

You will have no problems with rubbing or with the TCS with those size tires (assuming your wheels have the proper offset for an NSX). The front size (assuming you mean 215/40-17) is the stock size, and the outer diameter of the rear size is identical to the stock size (within .01 inch).
