It stays pegged low for long periods of time. Heat seems to be operating fairly normally (maybe a bit less heat). Needle comes up some times during city driving. Fluid level normal. Could this be simple thermostat issue?

- "Stick open" which will cause coolant to continuously flow through leading to over-cooling.
- "Stick closed" which will impede coolant flow. While the thermostat is closed, with the exception of the small bypass flow, all of the coolant flow is recirculated to the engine without being cooled by the radiator. This may lead to an over-heat.
As you noted that the heater core appears to operate fairly normally, it may further suggest an intermittently open thermostat. However, I suppose it could just as well be a failing water temp sensor as well.
As you have a late model I would just plug-in to the ODBII port and get a read on the engine temp to narrow it down and find out what is going on.
