Twos switches on clutch pedal 1991 manual

The top switch is the Clutch Interlock switch (to allow starter to engage when pedal is depressed...what is the other (lower) switch for?
I cannot seem to find it in the manual.
I believe the "rubber plug/stopper" deteriorated and fell out and I am trying to determine the consequences...as I have not noticed any.
For an example, when the plug falls out of the brake pedal the brake lights stay on and your battery ultimately drains.
If the upper plug on the clutch pedal was missing, the starter would not engage...what does the lower plug/switch do?

Found it...cruise control interlock...:)
 
You don't need to order a new grommet and wait days. Any Autozone will have a push in plastic plug. Just determine the hole size and your done.
