Unremovable stain on my bumper

Found this stain this morning. Waxed the car last week, so this happend in a 6 day period. It doesnt appear to be on the surface, it feels totally smooth. There was no debis on the spot. I had an oil change appt. this morning so the detail shop mgr tried to remove it with a couple cleaners with no luck. It appears to be below the clear coat...strange. Looks like a bug splat, but its all black again with no debris on the surface. I dont think it had enough time to cure to stain it like this in a 6 day window if thats what it was. Any suggestions on how to get this out, or if it can be gotten out?

So if you rub it with your fingernail, it feels totally smooth? Very strange indeed. You could try clay, but it might be a failure in the paint itself.
