Urgent help needed regarding install of horn button on Momo Tuner wheel

Well, we got the horn button wired up but we cannot install the horn button on the wheel. Does the actual button go on top of the wheel after the wheel is installed or does it go in before its installed?
 
Yeah, that was the problem. The ring was not included in the hub or with the wheel. Is it supposed to come with it? Thanks again Scorp for your help.

Sometimes it comes with the hub, it almost never comes with the wheel, the last time around (OEM Honda nsx-r hub and wheel), it didn't come with either, so I had to order it separately.

Honda uses a momo steering wheel in special model nsx's sold only in Japan (type R and type S), because they're oem wheels, despite being produced by momo, Honda sticks momo parts in Honda bags, with 'produced in Italy' on the bags, they have OEM Honda part numbers for a momo hub, wheel, retainer ring, trim ring, and even screws.

The part itself is "aftermarket", eg:
