Vibration at 60+ MPH

I have a vibration at 60+ MPH. The vibration was present with my old wheels/tires (missing 2 hub centering rings) that have now been replaced with new JIC and Avenis 615 tires. The vibration is reduced but still present. I suspect rotors as there is some vibration when applying them and i think there is some warping. I have Brembos up front and stock in the back. Can the brake rotors cause the vibration i am describing?
 
this happened with my 18's up front. found out it was warped (read: poorly made) 3mm spacers.

here's what i would do
1. balanced the front tires
2. check for bent wheels
3. (in my case, try different spacers)
4. try your stocks like koolaid said
5. change brake rotor
6. check wheel bearings

3. (in my case, try different spacers) - no spacers
4. try your stocks like koolaid said - No stocks avail
5. change brake rotor - Think i may need to do this
6. check wheel bearings

Update:

Had wheels balanced again. Minor tweaking done.

Checked for any play in suspension. Found slightly worn front left wheel bearing. Mechanic felt this might be the problem. Will order wheel bearing. Fingers crossed. Any suggestions for source. (local dealer wants $430 CDN, 7-10 days shipping, need in next few days !) Thx
