Does anyone know the best contact in Honda customer relations to get in touch with in regard to getting Acura to replace regulators on extremely low mileage cars as a good will gesture?

Forget it. These were never replaced on a good will gesture, even years ago when the car was a year or two out of warranty, mostly because it's a relatively inexpensive repair (roughly $500 P&L per side, if it fails). A fix has been available for years (the Dali Racing window fix-it thingies) that you can install for under $100 per side that will prevent the failure. Now that the cars are eleven years old, they are not going to goodwill most repairs, especially inexpensive ones like this.

Edit: See correction added below by Lud. As he notes, they may have been repaired in the first year or two after their original three-year warranty expired, but not since then.

I just had Honda goodwill the part on my 91, it had 17k miles on it. The reginal manager was very gracious about it all. I paid about $200 for labor. However, the dealer tired to bang me for a engine gasket and a new clutch that I didn't need!
