Powder Coating valve covers... should I strip them of the black stuff first?

I want to powder coat the valve covers silver, but i wanted to see if anyone thinks i should strip off all the black stuff first? I guess its black powder coating right?

The place that does the powder coating for you should be able to bead blast or strip the current finish off.
