Which part do I need?

I'm looking for the plastic piece between the front bumper and fender. Is it number 17 and 20? It doesn't look like it but someone may know better than me.

I never ordered that but that should have the rubber piece when you order it.

That's what I need. The piece between the fender/bumper. It's rubber or plastic. I assume it's not sold separately.
